1. This isn't Earth we are talking about. 2. It is never mentioned that they are tophats, they only look like tophats. 3. Because it is not fashionable does not mean that it is impossible.

Mayor Scarredy is the mayor of [[Wonderfalls]], a small city south of the [[Forever Forest]]. He appears only in [[Mysteries of Fire Island]], playing a very minor role at the beginning and end of the game.

Mayor Scarredy's first appearance is in the second hub area the player visits in Mysteries of Fire Island, when pieces of burning sky have begun raining down. He is not there until the player talks to [[Morklin]], at which time he will appear. By his own admission, Mayor Scarredy is a coward. Few other aspects of his personality can be discerned, as he does not say very much throughout the game.
